M <br />Exhibit "A" <br />Scope of Services, Time of Performance, Budget, Payment, <br />Notices, Representatives, and Special Conditions (if any) <br />Scope of Service <br />A. Activities/Project Description <br />The Contractor will be responsible for administering the acquisition of the Timber Hill Apartments in a <br />manner satisfactory to the City and consistent with any standards required as a condition of <br />providing these funds. Such program will include the following activities eligible under the <br />Washington State Affordable Trust Funds program: <br />Program Delivery <br />Activity: <br />[Complete description of activity to be undertaken including what projects, products or services are to <br />be performed, where they are to be provided, for whom they are to be provided, how they are to be <br />provided] <br />EHA will purchase and manage the Timber Hill Apartments as affordable housing for families with <br />incomes at 50% of median income. Tenants in occupancy at the time of purchase will not be <br />required to move if their income exceeds 50% of median, but only eligible families will be admitted <br />when vacancies occur. Initially, the apartments will be managed by EHA staff. At some time in the <br />future, EHA may decide to engage private management for the complex. <br />EHA has been awarded a grant from the Sound Families Program to dedicate ten of the thirty <br />apartments for transitional housing purposes, with supportive services for these ten families to be <br />provided by Catholic Community Services. Selected families will be single parents (with children) <br />who have successfully completed approximately one year of recovery from drug and/or alcohol <br />dependency. <br />General Administration <br />[Add description of general administrative services to be performed in support of activities noted <br />above] <br />EHA staff will qualify and screen applicants, verify income, and process occupancy actions. EHA <br />provides monthly rent statements and receives and posts rents and other charges. EHA's <br />maintenance department is responsible for maintaining all of EHA's nearly one thousand residential <br />apartments and houses. Work orders are issued whenever a tenant calls with a problem. <br />Emergency items are handled on a same-day basis and all work orders are normally completed with <br />four working days. All financial matters including project accounting, accounts payable, and rent <br />collection are handled by the finance department. An experienced property management <br />department deals with any tenant -related issues, including lease violations, complaints, special <br />requests, etc. <br />V .� B-1 <br />
