Expenditure Required $ 150,000 Account Number(s): Amount Budgeted $ 150,000 Funds 119, 120, 401 Additional Required $ -0- DETAILED SUMMARY STATEMENT: Asphaltic products are picked up by City crews to do maintenance and repair projects throughout the year as needed. Invitations to bid for Asphalt (picked up) were mailed to thirteen potential bidders, advertised in the Herald, and posted on the City's website. Responses were received as shown on the attached bid summary. Since this bid is for asphalt that will be picked up by City crews, convenience of the plant is an important factor and was considered as part of the final cost when determining the lowest, responsive bidder(s). Asphalt plants do not produce all types of asphalt at all times. Staff recommends that both primary and secondary awards be made so that on the occasions that a particular asphalt product is not available from the primary supplier,the City may obtain it from the secondary supplier. RECOMMENDATION (Exact action requested of Council): • Award Bid 2004-704 for an annual supply of Asphalt (picked up) as follows: • Primary award to Wilder Construction of Everett at their unit prices bid for an estimated annual total of $137,056.36, including Washington State Sales Tax. • Secondary award to Rinker Materials West of Everett at their unit prices bid. 14
