• EVERETT CITY COUNCIL AGENDA I I EM COVER SHEET y
PROJECT TITLE:
Consent COUNCIL BILL #
Interlocal Agreement for Jail X Action Originating Department Police
Services First Reading Contact Person Chief Scharf
Second Phone Number 8402
Reading
Third Reading FOR AGENDA OF 1/26/05
Public Hearing
Initialed by:
Department Head
CAA
Council President
Location Preceding Action Attachments Department(s)Approval
Budget Committee Agreement Police,Budget, Legal
Amount Budgeted
Expenditure Required Account Number(s):
Budget Remaining
Additional Required
DETAILED SUMMARY STATEMENT:
Everett, together with other cities, negotiated a master jail services agreement with Snohomish County. A
major purpose of this effort was to provide more certainty in regard to both the cities' and County's
projected corrections-related service demands and expenditures. Some of the important points of the
agreement are: (1) cost for booking and housing inmates will be $85 per booking and $56 per inmate day
housed (previous rate of$102.35 per booking and $64.22 per inmate day); (2) rates will increase at rate of
inflation with an annual 2.25% cap; and (3) cities can choose one of three service levels to meet their
correction services needs (level 1 —use no other jails than Snohomish County; level 2-use a minimum of
housing days per year; level 3 —make no minimum commitment).
It is recommended that the City enter into the Interlocal Agreement for Jail Services with Snohomish
County. It is also recommended that the City elect service level 1 which essentially means that the City
would exclusively use the County jail.
RECOMMENDATION (Exact action requested of Council):
Authorize the Mayor to sign the Interlocal Agreement for Jail Services with a Service Level 1 Election.
Agenda jail contract 5
