�.G <br /> WHEREAS, the ECC presentation on February 1, 2005, to the Planning Commission and public <br /> included a description of efforts being made to control parking and meet projected student <br /> growth needs. <br /> WHEREAS, EVERETT CITY COUNCIL FINDS: <br /> 1. The purpose for the requested Comprehensive Plan land use map amendment and rezone is to <br /> allow Everett Community College (ECC) to carry out the objectives found in its proposed Master <br /> Plan running through 2011. <br /> 2. The need for the proposed rezone is to ensure ECC will be able to meet projected student <br /> growth demands, while supporting improvements to North Broadway and minimizing impacts to <br /> nearby residential areas and Whittier School. <br /> 3. To achieve the request the City needs to; <br /> a. Amend the Comprehensive Plan designation from 4.4 (mixed use commercial —multi <br /> family) to 2.2 (Colleges/Universities); and <br /> b. Rezone the expansion area from B-2 (Community Business) to B-2 -I (Institution). <br /> 4. There is a need for the community to work with both ECC and PEMC on both expansion <br /> plans for these essential public facilities. <br /> 5. Both Everett Community College and Providence Everett Medical Center are essential public <br /> facilities within our community. It is recognized that both institutions need to grow within the <br /> community. It is City Council's desire that Everett Community College and Providence Everett <br /> Medical Center work with the surrounding neighborhood residents to accommodate both <br /> organizations. <br /> 6. The public health safety and welfare will be provided for by the proposal and the existing <br /> development regulations of the City. <br /> 7. The proposed amendment to the land use map and rezone promotes the best long term <br /> interests of the Everett Community. <br /> NOW, THEREFORE, THE EVERETT CITY COUNCIL HEREBY RESOLVES: <br /> 1. The Comprehensive Plan Land Use map for the Everett Community College expansion area, <br /> located east of the existing campus and west of Broadway, from 4.4 (mixed use commercial— <br /> multi family)to 2.2 (Colleges/Universities) is approved (Exhibit"A"). <br /> 2. Phase 1, Phase 2 and Phase 3 (Exhibit "B") are approved subject to the provision that during <br /> this time Everett Community College and Providence Everett Medical Center are strongly <br /> 98 <br /> - 2 - <br />
