15 <br /> 3. To achieve the indicated land use changes the City needs to amend the Comprehensive <br /> Plan Land Use map from Multiple Family(1.6) to Mixed Use Commercial—Multi Family(4.4) <br /> and Rezone the property from R-3 (Multi Family) to C-1 (General Commercial), as indicated on <br /> the attached map (Exhibit"A"). <br /> 4. The public health safety and welfare will be provided for by the proposal under existing <br /> development regulations of the City. <br /> 5. The proposed amendment to the land use map and rezone promotes the best long term <br /> interest of the Everett Community. <br /> NOW, THEREFORE, THE PLANNING COMMISSION RECOMMENDS: <br /> 1. Amend the Comprehensive Plan Land Use map in the subject area east of Highway 99 at <br /> 4th Avenue west from Multiple Family(1.6) to Mixed Use Commercial—Multi Family(4.4) and <br /> Rezone the property from R-3 (Multi Family)to C-1 (General Commercial) subject to certain <br /> conditions at the time of its initial improvement: <br /> a. The subject property will only be used in support of the existing business <br /> to the north for parking, storm water detention, sanitary control, etc., and <br /> b. The adjacent property to the east will be cleaned up by the removal of any <br /> refuse, metal drums etc. Such clean-up will be approved by the City Code <br /> enforcement office, and <br /> c. The entire length of the east and south sides of the combined property will be <br /> provided with a site obscuring 6 foot wood fence. <br /> d. The property being rezoned will be improved to parking lot standards which are <br /> in the C-1 zone, before it is used for parking. <br /> e. No vehicle access from 4`h Avenue from the rezone site.
