NOW, THEREFORE, THE PLANNING COMMISSION RECOMMENDS: <br /> 1. Amend the Comprehensive Plan Land Use map for the Everett Community College <br /> expansion area, located east of the existing campus and west of Broadway, from 4.4 (mixed use <br /> commercial—multi family) to 2.2 (Colleges/Universities). <br /> 2. Add a provision that this approval is for Phase 1, Phase 2 and Phase 3 (Exhibit "B"). During <br /> time Everett Community College and Providence Everett Medical Center are encouraged to work <br /> with the surrounding neighborhood residents on future expansion plans for both facilities, <br /> including the College athletic facilities. Policies will be added to the Comprehensive Plan to <br /> implement this direction. <br /> 3. Future expansion needs beyond Phase 3 of the 25 year Master Plan will be required to go <br /> through the approval process by the Planning Commission and City Council within future <br /> Comprehensive Plan annual reviews. The Master Plan submittal will generally be the standards <br /> and expectations for development of the Community College. <br /> 4. Guidance for the implementation of the Master Plan with the Institutional Overlay will come <br /> from graphic depictions of the proposed expansion phases. The allowable building heights <br /> within the expansion area for college uses will be up to 80 feet which is the allowable height for <br /> mixed use buildings in the existing B-2 zone. <br /> 5. Both Everett Community College and Providence Everett Medical Center are essential public <br /> facilities within our community.
