Provide a clear description of the project to be financed in part by a Public Works Trust Fund <br /> loan. (Attach additional sheets if necessary): <br /> Tasks included in the Phase A scope of work are design,permitting, construction <br /> management,performance verification and construction of the following elements: <br /> • Construction of two primary clarifiers <br /> • New biofilter for odor control of the primary clarifier gases <br /> • Piping for the primary clarifier biofilter <br /> • Headworks grit system improvements <br /> • Reconstruction of the trickling filter pump station <br /> • Modification of the existing trickling filters <br /> • New biofilter for odor control of trickling filter gases <br /> • Piping of the trickling filter biofilter <br /> • Primary sludge grit removal equipment <br /> • Replace chlorine gas with Sodium Hypochlorite System <br /> • Add new piping to increase flow routing flexibility <br /> • Sludge dispersion piping at aeration pond <br /> • New scum collection and dewatering equipment <br /> • Laboratory and operations room improvements <br /> • Add fixed discharge pump station at north effluent <br /> • Installation of new flow metering equipment <br /> 2. Identify the project's performance measures. (Attach additional sheets if necessary.) <br /> • Improve Environmental Health and Safety <br /> This project will improve environmental health and safety by reducing the quantities <br /> of pollutants discharged to the Snohomish Estuary and Port Gardner Bay. The <br /> project will be deemed a success if the plant meets its NPDES permit requirements <br /> for total BOD,total SS,fecal coliform count,chlorine,and ammonia.
