6 PUBLIC WORKS TRUST FUND- ATTACHMENT 1: SCOPE OF WORK LOAN NUMBER PW-05-691-018 CLIENT NAME City of Everett PROJECT NAME • Wastewater Treatment Plant Upgrade 1. Provide a clear description of the project to be financed in part by a Public Works Trust Fund loan. (Attach additional sheets if necessary): Tasks included in the Phase A scope of work are design,permitting, construction management,performance verification and construction of the following elements: • Construction of two primary clarifiers • New biofilter for odor control of the primary clarifier gases • Piping for the primary clarifier biofilter • Headworks grit system improvements • Reconstruction of the trickling filter pump station • Modification of the existing trickling filters • New biofilter for odor control of trickling filter gases • Piping of the trickling filter biofilter • Primary sludge grit removal equipment • Replace chlorine gas with Sodium Hypochlorite System • Add new piping to increase flow routing flexibility • Sludge dispersion piping at aeration pond • New scum collection and dewatering equipment • Laboratory and operations room improvements • Add fixed discharge pump station at north effluent • Installation of new flow metering equipment 2. Identify the project's performance measures. (Attach additional sheets if necessary.) • Improve Environmental Health and Safety This project will improve environmental health and safety by reducing the quantities of pollutants discharged to the Snohomish Estuary and Port Gardner Bay. The project will be deemed a success if the plant meets its NPDES permit requirements for total BOD,total SS,fecal coliform count,chlorine,and ammonia. These measurements will be submitted to the Public Works Board for the month of November 2007.
