The uses regulated by the ordinance include: food banks; tattoo parlors; body piercing; video game arcades; plasma donation centers; social service agencies; parking lots; churches; single room occupancy residences; teen clubs; community centers; and other potentially incompatible uses as determined by the Planning Director. A special property use permit is required for any of these uses to be established in the areas within Map #15-1 (attached to ordinance). The City is beginning a downtown comprehensive planning effort that will address, among other topics,permitted uses and appropriate review processes. It is necessary to extend the interim regulation until the downtown planning process is complete and the City can more comprehensively evaluate the proper location and review process for various uses within the downtown. The attached ordinance extends the interim regulation for 6 months, until November 17, 2005, adds "pawnshops" and "places of assembly" to the list of uses affected by the ordinance, removes "churches" from the list, and substantially reduces the area of downtown affected by the interim regulation. 163 RECOMMENDATION (Exact action requested of Council): Adopt Ordinance amending the interim regulations for the downtown Everett area, Ordinance No. 2803-04, and Section 4 of Ordinance#1671-89.
