The uses regulated by the <br /> ordinance include: food banks; tattoo parlors; body piercing; video game arcades; plasma donation centers; <br /> social service agencies; parking lots; churches; single room occupancy residences; teen clubs; community <br /> centers; and other potentially incompatible uses as determined by the Planning Director. <br /> A special property use permit is required for any of these uses to be established in the areas within Map <br /> #15-1 (attached to ordinance). The City is beginning a downtown comprehensive planning effort that will <br /> address, among other topics,permitted uses and appropriate review processes. It is necessary to extend the <br /> interim regulation until the downtown planning process is complete and the City can more comprehensively <br /> evaluate the proper location and review process for various uses within the downtown. <br /> The attached ordinance extends the interim regulation for 6 months, until November 17, 2005, adds <br /> "pawnshops" and "places of assembly" to the list of uses affected by the ordinance, removes "churches" <br /> from the list, and substantially reduces the area of downtown affected by the interim regulation. <br /> 163 <br /> RECOMMENDATION (Exact action requested of Council): Adopt Ordinance amending the interim <br /> regulations for the downtown Everett area, Ordinance No. 2803-04, and Section 4 of Ordinance#1671-89. <br />
