The apparent low bidder is Tri-State Construction at a bid amount (without sales tax) of <br /> 21,360,007. The Engineer's (MWH Americas) Estimate is $14,806,900. The lowest bid is $6,553,107 (44%) <br /> higher than the Engineer's Estimate. A thorough analysis of the bids showed that the major difference <br /> between the Engineer's Estimate and Tri-State bid was in three areas: 1)Mobilization for a difference of <br /> $996,365; 2)Temporary Work Platform for a difference$5,049,136; and 3) Elevated Walkways for a <br /> difference of$653,875. The major reason for the cost difference for the Temporary Work Platform can be <br /> attributed to the Corps of Engineers permit constraints for constructing in wetlands and the wild fluctuation <br /> and uncertainty in Steel prices. Currently staff is seeking relief from some of these constraints especially the <br /> pile driving construction window and the ability to use the wetlands to support some construction activities. <br /> The attached analysis describes the reasons for the differences in greater detail. Due to this large difference <br /> and the lack of funding available for the higher bid amounts, staff recommends rejection of all construction <br /> bids. <br /> RECOMMENDATION (Exact action requested of Council): <br /> Reject all construction bids for the Replacement of Water Transmission Lines No. 2 & 3—Phases 6 & 7 <br /> project. <br /> 12 <br />
