5 pipelines are supported by very weak soils. There are monitoring requirements <br /> incorporated into the contract documents to monitor for potential settlement and the <br /> contractor is made responsible to assure that the existing pipelines are not damaged. <br /> We understand that this issue became a significant point of concern for some <br /> contractors and we expect that this concern was translated into increased costs to <br /> some extent that cannot be easily quantifiable. <br /> 5. Pile driving workload: We understand that at the time of bidding there was a <br /> significant amount of pile driving work recently underway and/or currently out to bid. <br /> This could have affected pricing for the temporary trestle work since it was heavily <br /> dependent on pile driving activities. <br /> In summary, this bid item associated with construction access represents the largest cost <br /> difference within both Bid Schedules A and C. Construction of the temporary work platform is <br /> directly impacted by permit restrictions, schedule constraints, City operating parameters as well <br /> as significant market risks in material pricing.
