5 pipelines are supported by very weak soils. There are monitoring requirements
incorporated into the contract documents to monitor for potential settlement and the
contractor is made responsible to assure that the existing pipelines are not damaged.
We understand that this issue became a significant point of concern for some
contractors and we expect that this concern was translated into increased costs to
some extent that cannot be easily quantifiable.
5. Pile driving workload: We understand that at the time of bidding there was a
significant amount of pile driving work recently underway and/or currently out to bid.
This could have affected pricing for the temporary trestle work since it was heavily
dependent on pile driving activities.
In summary, this bid item associated with construction access represents the largest cost
difference within both Bid Schedules A and C. Construction of the temporary work platform is
directly impacted by permit restrictions, schedule constraints, City operating parameters as well
as significant market risks in material pricing. The bid prices shown in the three bid schedules
reflect this.
CONCLUSIONS
As stated previously, the engineer's opinion of probable cost was approximately$6,553,107
lower than the low bidder's price for the combined Phase 6 and 7 project (i.e. Bid Schedule C).
The three bid categories(five bid items) described above represent 105% ($6,879,204) of the
total difference($6,553,107)between the engineer's opinion of probable cost and the low
bidder's(Tri-State) price for Phase 6 & 7.
MWH—TECHNICAL MEMORANDUM Page 5 TRANSMISSION LINES 2&3—PHASE 6&7
APRIL 22,2005 ASSESSMENT OF BIDDER'S PRICE PROPOSALS
17
