Staff Report for Community Development Block Grant 2005 <br /> May 11, 2005 <br /> 2005 Annual Allocation Process <br /> The Citizen's Committee for Housing and Community Development called for and received <br /> proposals for the expenditure of the City of Everett's Community Development Block Grant <br /> program. The deadline was January 14, 2005. During February, March, and April the <br /> Committee studied each proposal and interviewed each proponent. Six meetings and <br /> approximately ten hours of interviews took place. The Committee as a whole spent <br /> approximately 15 hours in meetings and additional hours individually at home reviewing <br /> proposals. Copies of the proposals including requested funding amount are available in the <br /> City Council office for Council's reviewalong with copies of the 2005-2009 Consolidated Plan <br /> and 2005 Action Plan. <br /> The City's 2005 Community Development Block Grant will be $1,063,872.00, plus reallocation <br /> of unspent funding from prior years of $25,508.57. The 2005 CDBG grant is a decrease from <br /> the 2004 allocation of $1,127,000.00. <br /> The Committee recommends funding public services at the maximum allowed by HUD, 15 <br /> percent of the grant. 15% of the $1,063,872.00 the City will receive this year is $159,580.80. <br /> The Committee also recommends $17,876.57 be reallocated for a total of $177,457.37 for <br /> public services, which is about 57% of the funds requested for public services. The Committee <br /> recommends the remaining 85% of the 2005 CDBG, $904,921.20, plus $7,632.00 unspent non- <br /> public service funding from prior years be allocated to non-public services. This totals <br /> $911,923.20 which is about 39% of the funds requested for non-public services. There are <br /> Housing Trust 2060 funds available to fund non-public service projects. The Committee <br /> recommends using $288,865.00 in 2005 Housing Trust 2060 funds plus $200,000.00 in 2004 <br /> Housing Trust 2060 funds to supplement 2005 CDBG funds for non- public service funding. <br /> Also available are HOME funds which are available for housing projects. The Committee <br /> recommends spending $323,936.00 of available HOME funds for housing projects. In addition, <br /> for the first time this year American Dream Downpayment Initiative (ADDI) funds are available <br /> to the City. The Committee recommends using ADDI funds for HomeSight's Downpayment <br /> Assistance Program. <br /> For Neighborhood Improvements, the Committee proposes Riverside, Port Gardner, and Delta <br /> Neighborhoods receive a total of $60,000.00 in CDBG funding split equally. These <br /> neighborhoods qualify for Community Development Block Grant funding. <br /> Each one of the members of the Committee provided a valuable contribution to this <br /> recommendation. This group was very dedicated while performing this difficult task.
