The petition method effort brought in signatures representing 73.3% of the assessed evaluation <br /> within the annexation area. The signatures on the petitions are only good for six months; during the County <br /> review of the signatures a large percentage of the signatures became invalid. The proponents believe their <br /> best chance of success, at this time, is through the election method which would require a simple majority <br /> approval of the estimated 353 voters. Snohomish County elections have quoted us the average cost of an <br /> election as $1.50 a voter. The cost is based on the election date and what else is on the ballot. The cost could <br /> be 5 or more times the average cost. The goal is to get this on the earliest election possible. The time frame <br /> is dependent on factors beyond our control and dependent on how long the Snohomish County Boundary <br /> Review Board takes to approve this annexation to move forward. Proponents have been invited to the <br /> Council meeting to comment on this request. <br /> RECOMMENDATION(Exact action requested of Council): <br /> Adopt a Resolution calling for an election to submit an annexation proposal for the Cascade Highlands <br /> annexation area to voters within the area proposed to be annexed. <br />
