Council approval of this agenda item authorizes a budget revision in the additional amount requested. $530.00 Expenditure Required (Based on average cost) Account Number(s): Amount Budgeted $ -0- Additional Required $ -0- DETAILED SUMMARY STATEMENT: Proponents of the Cascade Highlands annexation area have asked that this annexation go to the voters in an election. The petition method effort brought in signatures representing 73.3% of the assessed evaluation within the annexation area. The signatures on the petitions are only good for six months; during the County review of the signatures a large percentage of the signatures became invalid. The proponents believe their best chance of success, at this time, is through the election method which would require a simple majority approval of the estimated 353 voters. Snohomish County elections have quoted us the average cost of an election as $1.50 a voter. The cost is based on the election date and what else is on the ballot. The cost could be 5 or more times the average cost. The goal is to get this on the earliest election possible. The time frame is dependent on factors beyond our control and dependent on how long the Snohomish County Boundary Review Board takes to approve this annexation to move forward. Proponents have been invited to the Council meeting to comment on this request. RECOMMENDATION(Exact action requested of Council): Adopt a Resolution calling for an election to submit an annexation proposal for the Cascade Highlands annexation area to voters within the area proposed to be annexed.
