<br /> the absence of this service can be associated with numerous problems that have resulted in daims

<br /> ConstruUion projects arc extraordinarily complex. Despite technological progress, problems still
<br /> occur on site. liecause no one can understand as much about the intent of design a:, the designers
<br /> Uiemseh�es, no one is in as good a position to answer constructors' questions, ro spot small
<br /> problems bef�re they grow, and to respond quickly to unanticipated conditions and
<br /> developments.
<br /> We understand that, in most cases, having constn�ction observation provided by another finr,
<br /> and/or reducing the level or effort or forgoing the service altogether, veates the benefit of near-
<br /> term fee savings. Flowever, this savings can be costly, because it is achieved bp gmady increasing
<br /> the risk of incurring proUlems whose cost can f�r exceed the savings.
<br /> lNe also believe, as I am sum you do, that it would bc unfair to make your design professionals
<br /> bear the consequences of a decision you have made against their advice, against the condusions
<br /> drawn Gom established research, and in conFlict with the concePt of a complete professional
<br /> scrvicc. Accordingly, if you de:ide to move fonvard to construction without the Uenefit of full-
<br /> time ob�ervation by the designers of record, the designers of record will be unablz to accept
<br /> respons�bility or liability for proUlems that muld have been prevenred or mitigated through their
<br /> fuil-time oUservation of conswction.
<br /> We urge you to please recensider �our decision. Wc will work with you as closely as wc can in
<br /> rendering the complete professionai service which has shown to be such a vital method (or
<br /> reducing construction-phasc risk.
