A request for a one year extension of <br /> ,C� this Final fleclaration of Nonsignificance may be made to the Planning <br /> �5, <br /> � Director prior to the expiration date. <br /> DESCRIPTION OF PROPOSAL - The proposed action is tne approval of a binding•site plan which <br /> includes three parcels, and the.issuance of Building Permits to allow construction on Lot 3. The <br /> following factors were considered and the listed requirements were placed in response to <br /> comments submitted during our review of an Environmental Checklist for thi3 proposal. <br /> 1. The proposed bindina_, site plan would provide for re-configuration of 11 existing lots and <br /> one tax parcel into a three lot configuration. Structures currently exist on the proposed <br /> Lots 1 and 2, and Lot 3 is vacant. The existing use on Lot 1 is a Porsche-Audi automobile <br /> dealership, and or. Lot L is an existing Volkswagon dealership. <br /> 2. Existing zoning of the entire site is B-2, community shopping zone, which would allow _� <br /> wide range of uses, incl�ding banks, which is an anticipated use for Parcel 3. <br /> 3. A street barrier is required on the Northern-most end of Highway Place. The location and <br /> type of�the street barrier must be approved by the Public Works Department and must be <br /> constructed prior to final Binding Site Plan apprcval. <br /> 4. Depending on the ultimate use of Lot 3, a fire service connection to the 12-inch main on <br /> the opposite side of Evergreen Way rather than to the 6 inch main on Highway Place may <br /> be required. <br /> 5. �onditions to be shown on the face of the site plan: <br /> a. The specific use for Parcel 3 musi be approved by the Planning Director at the time a <br /> building permit application is submitted. The use and parking shall be in conformance <br /> with Zoning Code requirements. <br /> b. Accesa to Parcel 3 shall be provided via Highway Place as shown on the preliminary <br /> site plan. <br /> c. Access to Parcels i. and 2 is shared and is via �.vergreen Way: A mutual access <br /> easement agreement shall be provided for ingress and egress to these parcels. <br /> d. Futus•e construction on Lot 3 must be in compliance wiih all pertinent construction <br /> requirements and standards, and must include provisions for drainage improvements, <br /> sewer interceptur improvements, and landscaping. A five•foot wide landscaped area <br /> shall be provided adjacent to Evergreen Way and Highway Place. <br /> e. Parcels 1 and 2 shali provide parking in compliance with Zoning Code Requiremants. <br /> f.
