A request for a one year extension of <br /> this Final Declaration of Nonsignificance may be made to the Planning <br /> Director prior to the expiration date. <br /> Descripiion of Proposal - The proposed action is the issuance of building permits to allow the � <br /> construction of an approximately 5,460 square fooi restaurant on an approximately 38,&00 <br /> square foot parcel. The fallowing factors were considered and the iisted requirements were <br /> placed in response to comments submitted during our review of an Environmental Checklist <br /> for this proposal: <br /> 1. The site has been previously cleared, filled, and graded and is currently vacant. <br /> 2. Residential zoning and some existing single family residential uses exist to the west. <br /> Screening must be provided in compliance with Zoning Code requirements. <br /> A minimum of a 5 foot greenbelt shall be provided along the west properiy line. Said <br /> screening shall be a ,minimum of 72 inches in height and have sufficient plantine to <br /> effectivaly create a siRht obscuring barrier. <br /> Landscaping of the parking area and frontage must also meet Zoning Code <br /> requirements. <br /> 3. A fire hydrant is required within 200 driving feet, but not closer than 50 feet of every <br /> structure. All fire protection systems shall be built within the standards established by <br /> City and State codes, and must be approved by tha Fire Department. <br /> 4. Increased noise will be generated by automobile traffic. Operation of the restaurant <br /> must comply with State (WAC 173-60) and local noise code requiremer�ts (Ordinance <br /> //534-78). <br /> 5. Exterior lighting shall be designed per I. E. S. standards to minimize ligh: and glare to <br /> extent feasible on contiguous properties and right-of-way. <br /> 6. Parking lot must meet City parking code requirements and provide handic:ip parking: <br /> Handicapped parking shall comply with the WashinRton State BuildinR Code Advisory <br /> Council Regulations for Barrier Free Facilities. <br /> 7. Signing: • <br /> No sign or portion of any sign shall project into or over public rignt-of-way. <br /> The maximum allowable height of any sign shatl be a maximum of 35 feet above <br /> finished grade. <br /> 8.
