A request for a one year extension of <br />this Fir,al Declaraticn of Nonsignificance may be made to the Planning <br />Director prior to the expiration date. _ _ � <br />Description of Proposal - The pro���sed action is the issuanc� oi Building Permits to allow <br />the constructlon of an approximately 27,020 square foot structure which will be used as a <br />retadl shopping �center. The >ollowing factors were considered and the listed requiremerts <br />were placed an response io comments s�rbmitted during our review of an environmental <br />checklist for this, proposal: <br />1. The proposed site is zoned B-2, Commun.iFy �hopping Zone, which would permit the <br />proposr:d use. The site has been previously cl�ared, filled, graded and 'ss currently <br />vacant. <br />2. Residential zoning and some existing single famiiy residential uses exist to the west. <br />Screening must be provided in compliance with Zoning G�de r��uirements. <br />;.andscaping of the parking area and frontage must also meet Zoning Code <br />requirements. <br />3. A fire hydrant is required within 200 driving feet, but not closer than 50 feet of every <br />structure. All fire protection sysicems shall be built within the standards estabiished by <br />City and State codes, and mus2 be approved by the Fire Department� <br />4. Yncreased noise will be generated by automobile and truck traffic. Operation of the <br />shopping center must comply with state (WAC 173-60) and local noise code <br />requirements (Ordinance #534-78)• <br />5. S�ecifics on the external commercial signing proposed for the shopping center shali he <br />submitted to and approveA by the Planning Department prior to issuance of qccupancy <br />permits. <br />6. Exterior lighting shall be designEd per I. E. S. standards to minimize light and glare to <br />extent feasir�le on centiguous properties and righi-of-way. <br />7. Cetailed drawings shall be submitted to the Public Works Department showing site <br />oarkir.g layout, landscaping, utilities, storm drainage, temporary construction erosion <br />co�ltrol and a!1 required improveme�ts in the.; public right-of-way. Public Works <br />Department appreval oi these drawings is requued prior to any permi_s being issued. <br />All improvements shall be completed, appro:�ed'and warranted before the Occupan::y <br />Permit is issued. „ <br />8. Performance guarantees are required,for str'eet and landscaping improvements. <br />� 9. Participation �in the cosY to fund�:,the. North End.:Sewer, Interceptor is required. City streets are to be kept clear of dirt and debris at all times during c�ni;:ruction. <br />Dust suppression and street cleaning must occur as directed by the Public Woc(!s <br />Inspector. <br />
