"
,
';
;  ;
`. " NOV 3 0 1990 ' '`
CITY OF EVERETT
Public Works Dept.
In response to the iasue regarding the applicant's compliance wlth condition
1!I1 as contained in the Staff Report to the Hearing Ezamiaer, aioise test wae
conducted by the City's Safety Inapector at the proposed aite for the
Alderwood Pump Station 112. A dosimeter (Quest M28 (IGR7030005) was used to
measure the noiae levels, which were being generated by the eaisting pump
stationa and the traffic on ergreen Way.
On November 24, 1990, a noiae test was conducted at the proposed project site
from 10:48 a.m. to 12:15 p.m. The LEQ* (Equivalent Sound Level) was
58.6 db's. On November 26, 1990, a second test was conducted at the proposed
project site from 5:17 a.m. to 6:32 a.m. The LEQ was 42.6 db's.
According to the City's Safety Manager, the test results indicted that the
noise levels being generated by the egisting pump stations fell within an
acceptable range when there were low trafEic volumes on Evergreen Way. As
traffic volumea increased on ergreen Way, the noise levels slightly exceeded
the acceptable range per the City's Noise Ordinance 1/534-78, as amended.
On the basis of the reaults of the noise teat and the following measures as
proposed by the applicant, staff is deletiag condition 1/11 from the Staff
Report, and the IIDNS (SEPA 1/96-90) as a condition of approval of the Alderwood
Pump Station 1i2.
1. Setbacks - The proposed pimp station will be located just weat of the
existing pump station and will be approaimately 132 feet south of the
property liae, which is common to the Clark Development Project.
2. Landacaping - The proposed landscaping for the Alderwood Pump Station,
especially along the north property line, should serve as a noise
buffer, thus reducing the noise impacts on the Clark Development
Project.
3. Noise Mitigation - In order ta control long-term noise impacts,
equipment will be housed in a sound absorbing concrete block building
structure. Air intake openings will be on the weat side of the pump
atation with a eound trap structure and will eahauet through the roaf.
There should be little, if any, increased noise at the site as compared
to eziating noiae levels, becauae wh11e the new pump station ia
operating, the ezisting pp station wil_ generally not be operating.
As a matter of record to the Hearing Ezaminer, with regard to the request by
the "Stream-Kepere" group for conetruction of 150 feet of open channel for
Pigeon Creek lil, the Public Works Department hae the following comments:
