� <br />FINAL DECLARATION OF NON-SIGNiFICANCE <br />SEPA 1181-11 <br />�G G ,�_i,� <br />. <br />�- • G --� <br />E , w i��/ <br />�t C.C.� — , <br />� Description of Proposal: <br />The proposed action is issuance of building permits to allow construction of a 7,940 square foot, one <br />story building to be used for retail sales and a restaurant. The following factors were considered <br />and the l.isted requirer�ients placed in response to comments subrniited by various City departments <br />after their review of an Enviroi�mental Checklist for this proposal. <br />1. The site is zoned B-2 and would allow this use. <br />2. Access is proposed via one driveway onto Evergreen Way and two driveways onto Berkshire. <br />The westernmost driveway on Berkshire shall be limited to entrance only. �See Item 6g). The <br />driveway onto Evergreen Way shall be shared with the property to the north. Easements for <br />this access are in file. <br />3. Parking shall be provided in conformance with the zoning code. <br />4. A minimum of five percent of the internal parking area shall be planted and landscaped. <br />Landscape screening along the street frontage and the eastern boundary must be provideci as <br />indicated on the preliminary site plan. <br />5. <br />6. <br />Parks Department review of any landscaping placed behind the sidewalk line on City right-of- <br />way is requered. <br />Public Works requirements: <br />a. A detailed drawing shall be submitted to the Public Works Department showing parking <br />layout, landscaping, driveways, utilities, storm drainage, and all required improvements <br />to the public right-of-way. Public Works Department approval of these drawings is <br />required before any permits are issued. All improvements shall be completed before the <br />Occupancy Permit is issued. <br />b. <br />c. <br />City streets are to be kept clear of dirt and debris during construction. <br />During construction, all truck traffic to and from the site within the City of Everett <br />shall be on arterial streets unless otherwise approved by the Public Works Department. <br />d. Participation in the cost to fund the Southwest Sewer Interceptor <br />approximate cost based on the preliminary information provided is <br />retail use and $30.84/sq. ft. for restaurant use, as of March 9, 198 <br />shall be computed by the Building Department per the ordinance in <br />and according to the information provided on the approved plans on <br />issuance. <br />e. <br />f. <br />g• <br />is required. Covenant will be required for <br />drainage improvements indicated by the Pigeon Creek l/1 Drainage Basin Plan. <br />Standard street improvements along frontage on both Evergreen and Berkshire are <br />required. Street improvements to include standard sidewalks, curb and gutter per City <br />of Everett standards. Westerly driveway must be signed and utilized for entrance only. <br />Five feet of right-of-way must be dedicated to the City along Berkshire Drive. <br />
