4. Ever�een Wav is designated as a"Gateway" corridor in the City's Gener�l Plan. The <br />General Plan states, "Because Everett wants to develop and promote an attractive <br />image, all entry corridors into the Ciry should be designated as "Gateways" and <br />sundards should be applied to developmenu along such "Gateways" relat�ng to <br />building design,landscaping, signage, outdoor storsge and other aesthetic <br />considerations that will serve to upgrade EveretYs image." To meet the intent of the <br />policy, the following reyuirements must be met: <br />a. Street trees must be provided on Ev r=r n W , with species approved by the <br />Parks Department. Street trees must be plante at 20 feet on center. <br />(SEPA Land and Shoreline Use Policies.) <br />5 o d scharge of the sto mwater from the site 5�e or to a streP.am or wetland St(SEPAnrior <br />Water Folicies) <br />6. A vegetated swale was built on this site during remodeling of the Albertson's Food <br />Center (SEPA 117-90) to treat runoff from this site and a portion of the Albesson's <br />site. This existing swale should be uUlized for treatment of pavement runoff from this <br />site. If it is not feasible to utilize the exisdng swale, a new stormwater treatment <br />system will be required. This system would be requ�red ta meet the city standards <br />cun•ent at the time of applicadon for public worrs permits. Any new system wouid <br />need to continue to treat that portion of the Albertson's site currently dischazging to the <br />existing swale. (SEPA Water policies) <br />The lead xgency for this proposal has determined that it dces not have a probable significant <br />adverse impact on the environment. An Environmental Impact Statement �s not requued under <br />RCW 43.21C.U30(2)(c). This determination assumes comphance with State law and City <br />ordinances related to general environmental protection including but not limited to right-of- <br />way improvement requirements, cirainage, etc. This decision was made after review of a <br />completeci environmental checki.ist and other information on file with the lead agency. This <br />information is available to the public on request. This Mitigated Deterrt►ination of Non- <br />Significance is specificaliy cond�Uoned on compliance with the condi6ons attached hereto <br />which ue incorporated by reference as if fully set forth herein. <br />This MDNS is issued under 197-I1-340(2); the lead agency will not act on this proposal for 15 <br />days from the ciate below.
