These developments, <br />identified by their SEPA number and size are summarized in the <br />appendix. Trip generation for these developments are based upon <br />trips rates published in Trin Generation, 4th Edition, Institute <br />of Transportation Engineers (I.T.E.). Trip assignment is based <br />upon employment densities in the case of the residencial land <br />uses and on population densities in the case of the commercial <br />land uses. <br />Backcxround Traffic <br />In conformance with the City's traffic ordinance, the growth <br />rate in traffic per year, irrespective of the traffic generated <br />by the adjacent developments, is taken as 4 percent per year. <br />� This rate agrees well with the growth in population and <br />employment in the Everett South FAZ Group between 1990 and 2000 <br />as estimated by the Puget Sound Council of Governments (PSCOG). <br />� Horizon Year <br />In accordance with City of Everett policy, the horizon year is <br />taken at 1995, although construction and full occupancy of the <br />project will likely occur sooner. <br />� The 1995 horizon year p.m. peak hour traffic forecast that <br />includes both background traffic growth as well as the traffic <br />from the adjacent deve:Lopments described in the Appendix is <br />shown in Figure 4a and 4b. <br />� <br />Trip Generation <br />As previously mentioned, the site is currently occupied by a <br />26,215 square foot supermarket. Since the Supermarket trip <br />�� ;i � generation data in Trio Generation, 4th Edition is based upon a <br />�`� � small data base, its conclusions are suspect. Therefore, in <br />order to determine the p.m. peak hour trip generation of the new <br />.� 42,880 square foot facility, p.m. peak hour directional counts <br />.�.�..,� were taken at the existing driveways to the site.
