As indicated above, the overall impacts of the business park and
residential project alternative vary little (see Barton-Aschman Addendum, Appen-
dix B)• For this reason, the effects at mitigating the various impacts would be the
same for either alternative.
Additional mitigating procedures recommended by Barton-Asch-
man and the City include:
1. Provision of an ex:lusive right turn lane from northbound
Evergreen Way to eastbound 75th Street to improve the intersection and the access
to the proposed development;
2. Provision of a continuous two-way left turn lane along the
development's 75th Street frontage to allow safe and efficient left -turn access to
and from the center;
3. Provision of a brief deceleration "right 'urn only" lane at the
Evergreen Way entrance driveway;
4. Provision of an acceleration lane north of the Evergreen Way
driveway to assist existing vehicles in entering the Evergreen Way traffic flow;
5. Restrictions in the tenant leases prohibiting truck traffic from
using the Evergreen Way entrance to the center;
6. Provisions of a paved pathway for pedestrian movement along
75th Street between the shopping center and Beverly Boulevard;
7. Provision of curb, gutter and sidewalk improvements along the
Evergreen Way and 75th Street frontages of the shopping center;
_ ftw,wVoPsec
-1. _--
8.o's_sihleiremnv 6change=tgexit nyt,n 1ie75th Street
driveway entrance nearest to the 75th Street/Evergreen Way intersection; and
9. Possible widening of the 75th Street frontage to improve flow
to and from the center.
The sponsor expects to -absorb the costs of items 3, 4, 6 and 7
above. However, with respect to the cost of items 1, 2, and 9, and a traffic light
on Evergreen Way, if necessary, the sponsor is not prepared to make a commitment
until the extent and cost of the improvements is known. Items 5 and 8 involve no
cost.
3. Public Services
(a) Fire
Existing Conditions. The project site falls within the area served
by the Everett Fire Department and the nearest fire station is located at S. IV.
68th Street and Beverly Boulevard. Average response time is two minutes. First
response includes two pumper units, an aid car and a battalion chief.
