PROPOSED DECLARATION OF NON -SIGNIFICANCE 44 0 '.�3 <br />Description of Proposal <br />The proposed action is Planning Commission and City Council approval of a rezone frog ' �7 R-3, Mulitple-Family Low -Density Residential zone, to B-2, Community Shopping Zone, . <br />and the subsequent issuance of building permits to allow the construction of a 10 acre <br />shopping center on an approximately 19 acre site. Proposed structures include a <br />39,697 square foot supermarket, a 37,228 square foot drug store, a 2C,,.00 square <br />foot building for small shops, two small pads for future uses, and two to three free <br />standing buildings with approximately 110,000 square foot of area to be leased.. The <br />following factors were considered prior to making a preliminary decision on this <br />proposal: <br />1. The addition of a business/light industrial park with approximatley 150,000 sq. ft. <br />of building area is planned for future expansion on 9 acres .of the parcel. <br />2. The majority of the site is currently developed as an outdoor movie theatre. <br />Approximately 4 acres of the site are wooded, primarily with alder, and two single- <br />family structures are included in the parcel. <br />3. Ingress and egress will be provided via both Evergreen Way and 75th Street. <br />4. The site drains into Pigeon Creek No. 1 which flows adjacent to the site along <br />the southern border. Drainage must be designed in conformance with City policy. <br />5. The area immediately to the east and the south is'currently zoned R-1.
