Such appeals must be made in xriting and filed with the <br />office of the Hearing Examiner. Such appeals must be made in writing and <br />filed with the office of the Hearing Examiner witliin ten (10) working days <br />from the date on whieh the preliminary decision was rendered. <br />The written appeal shall include a detailed explanation stating the reason for <br />the appeal. The decision of the Hearing Examiner shall be the final actie.^. <br />unless appealed to City Council. <br />Standing to appeal is limited to the following: 1) the applicant or owner of <br />the property on which the binding site plan is proposed; 2) any property oNner. <br />who deems himself aggrieved and will thereby suffer z. direct and substantial. <br />impact for the proposed binding site plan.
