into the City should be designated as "Gateways" and standards should be applied to developments <br />along such "Gateways" relating to building design, landscaping, signage, outdoor storage and other <br />aesdietic considerations that will serve to upgrade Everett's image." To meet the intent of the <br />policy, landscaping in excess of Type III must be provided along Evergreen Way. At a minimum <br />this must include street trees planted at a minimum of 20 feet cn center. There aze existing trees <br />along the Evergreen Way frontage that meet this requirement. The proposed development azea for <br />the new McDonald's restaurant is located behind the existing street frontage landscaping and does <br />not eLcroach into the existing street frontage landscape area. Therefore, the existing landscaping <br />along Evergreen Way shall remain undisturbed. Any future or subsequent street frontage <br />landscaping for this proposal must be the same as the frontage landscaping for the evtire K-Mazt <br />Shopping Center Site and must be approved by the City prior to installation. (SEPA Land and <br />Shoreline Usc Policies.) <br />The lead agency for this proposal has determined that it does not have a probable significant adverse <br />unpact on the environment. An Environmental Impact Statement is not required under RCW <br />43.21C.030(2)(c). This determination assumes compliance with State law and City ordinances related to <br />general environmental protection including but not ]imited to right-of-way improvement requirements, <br />drainage, etc. This decision was m:de after review of a completed environmental checklist and other <br />information on file with the ]ead agency. This information is available to the public on request. This <br />Mitigated Determination of Non-Significance is specifically conditioned on compliance with the conditions <br />attached hereto which are incorporated by reference as if fully set forth herein. <br />Responsible <br />Official: Paul A.
