L��....n," '. <br />In response to your February 25, 1985, letter concerning access to the PUD right- <br />of-way, we would like to comment on a few points. <br />The overall evaluation of the area's traffic circulation was accomplished hy :hree <br />traffic studies on Everett Mall, Everett Mall Way and Everett Mall Plaza. <br />Everett ti1a11 Plaza's Traffic Circulation Study was performed by Transpo, a <br />traffic engineering group hired by your company, as part of the approval process <br />for this development. Your site plan reflects their traffic concerns and we feel <br />the access points to the PUD right-of-way are a necessary measure as required <br />by the site's Final Declaration of Non-significance. <br />The intersections and signals were designed by E�tranco, using tlie Transpo and <br />City studies. The Transpo, Entranco, and City work shows the need for access to <br />the PUD right-of-way. The system has been designed to operate with that <br />access.
