Addendum to SFPA 1122-83: Item 13, Noise Mitigation <br />Item 13 of the "Final Declaration of Non••Siguif•icance" (SEPA /122-83: R�:vised) <br />requfred that "operation of the shoppin�; center muse comply with State (WAC <br />173-60) and local Noiae Code requirements (Ordinance j1534-7F1)". <br />Item 13 also reauired that <br />"A report by a� certified noise consu:l.tant <br />inriicating that mitigatio-.i measures have been <br />taken to inaure compliance: with noise standards <br />must be suh�itted to and approved by the City <br />prior to the issuance of an? building permits." <br />The foilowing additional information haa become available since the isauance <br />of the above-referenced "Final Declarati��n of Non-Significance." <br />1. The specific uses which will be located adjacent to the residentially <br />zoned property to the north, whir.h is the noise impacted property, are <br />a food market (Haggan's) and a home center and drug store (Pay 'n Save <br />and Ernst). <br />2. Conatruction of the Haggan's r'ood Market commenced prior to the <br />submittal of the noise report fro.n the noise consultant. <br />3. A noise report has been submitted to Towne, Richards, Chaddierre which <br />includes reco�ended noise mitigation measures. <br />4. The recommended noise mitigation meacures are costly, and as a <br />practical matter, are currently aot required since the property which <br />will be impacted by the Haggan's Food Market (and Pay 'n Save and <br />Ernst) remains undeveloped or is developed as a cemetery. <br />5. The noise study concludes that until such time as the property �o the <br />north of the Haggan's Food Markc:t (impacted property) developa, there <br />exists no circumstances meriting the imposition of the noise mitigation <br />meaeures by Haggan's at this time; <br />6. The noiae report is based upon s:.mulated conditions and not upon actual <br />conditions which will exist after the lisggan's Faod Market is in <br />operation. <br />7. Mitigation measures which are mo�e specifically applicable to the food <br />market activity can be placed after the food mark�t is in operation and <br />actual noise levels can be measured. <br />8. The home center and drug store are currently under design, and the <br />noise mitigation procedures which apply to Haggan's are also applicable <br />to Pay 'n Save and Ernst. <br />Therefore, the following requirements must be complied with to insure that <br />appropriate noise mitigation measures are implemented. These requirements are <br />placed as an amendment to Item 13 of the previously issued "Final Declaration <br />of Non-Significance." (SEPA 1122-83, Revised, August 9, 1983) <br />
