I ]� <br />F�� <br />- 2 <br />The folloving factors c+ere conaidered and the liated requirementa vere placed <br />in responsQ to cammenta aubmitted d�ring our review of an enviranmental <br />checklist fur thie proposal: <br />1. A previous Environmental Checkliet Review wa� completed for a shopping <br />center on thia eite, and a Declaration of l�on-Significance was iesued <br />(see SEPA $81-37). The current propasal involves a new shopying center <br />configuration and segmcntation of the propertq into three new parcels. <br />2. The proponent anticipatea the acquisition and proposed rezone for <br />commercial uee of an approximately 125 foo� aide strip of property <br />ahich abuta the aite to the north. <br />3. The proposed eite is zoned C-1, General Co�ercial, which would allow <br />thie use. Parking muet be prov:ded in compliance aith Zoning Code <br />requirementa'. <br />4. The aitr� is heavily wooded with alder saplinge and scattered <br />evergreene. The northeaetern perimeter of the aite has a stand of <br />large evergreena, and every effort ahould be made to retain these as <br />screening betveen the project and Cypress Lawn Cemetery which abut's it <br />to the nurth. <br />5. Detailed dravinga, in accordance with City Deaign and Construction <br />S[andarda, ahall be aubmitted to the Public 4loxks Department ahowing <br />site parking layout, landscaping, utilities, sCorm drainage, temporary <br />construction erosion control and all required improvements in the <br />public right-of-way. Public Worka Department approval of these <br />drawinga is required prior to any permits being issued for construction <br />phased in compliance with requirements listed herein. All improvements <br />shall be completed, approved and varranted for each phase before the <br />occupancy permit ie isaued for that phase. <br />6. Access and Circulation - Accesa improvements must be provided as <br />indicated in the phasing achedule noted above, and the following <br />requirements: <br />a. Access to the aite is propoaed from three locations isee Site <br />Plan) off Everett Mall Way. Everett Mall Way hae been improved <br />by L.I.D., and two of the intersectione nre currently signalized. <br />b, pn approximately 139,000 square foot parcel west of the P.U.D. <br />right-of-way and north of the exieting General Telephone facility <br />will no longer have frontage on Everett Mall Way. No commercial <br />public access will F.�e allowed on 92nd Street. <br />� <br />
