C <br />FINDINGS AND CONCLUSIUNS: <br />C� <br />Criterion No. 1• <br />tafi�Tt e v iance is necessary because of exceptional or extraordinary <br />circumstances regarding the size, shape, [opography, or locadon of the <br />subject property; or the location of a pre-existing improvement on the <br />subject property that conformed to the zoning code in effect when the <br />improvement was constructed. <br />a. � The applicant states tUat the vaziance is <br />necessary, as this extraordinarlly large site will now have <br />four businesses (Top Foods, Starbucks Coffee, Bank of <br />America, and Blockbuster Video). There is only one main <br />entrance to Top Foods and one doorway for Starbucks <br />Coffee. The three businesses that aze oriented towazd the <br />main entrance have to wmbine their signage area to the 200 <br />square feet maximum area. By reducing the "OPEN 24 <br />HOURS" wall sign for Top Foods, the proposed Blockbuster <br />Video siguage will not increase the total existing sign azea <br />for the wall that conformed to the Zoning Code then in <br />effect. <br />b. Conclusions:. The Board of Adjustrnent finds that <br />extraor mary circumstances exist with regards to the existing <br />signage azea located on the Top Foods fa�ade that wnformed <br />to the code requirements at the time the signage was <br />established. The variance will not result in addidonal <br />signage azea than currenfly exists, but will result in an <br />overatl decrease in the sign azea on the Top Foods fa�ade. <br />In addifion, exceptional circumstances exist regazding the <br />Blockbuster Video entrauce. While the Blockbuster <br />entrance is not d'uectly accessed from the parking lot or <br />located on the Top Foods building faFade, Blockbuster does <br />have a separate entrance off of the vesdbule and should be <br />allowed wall signage. <br />Criterion No. 2• <br />at e vaziance will not be materially detrimental to the property in the <br />area of the subject properry or to the City as a whole. <br />a. ��sa. The applicant states that the vaziance will not be <br />matenally detrunental to the azea and that the overall <br />appearance of the storefront will improve by establishing <br />consistency with the remaining building signage, instead of <br />duttering the window areas with signs. <br />b. Conclusions: The City provided written notice to all <br />property owners within 300 feet of the subject site. No <br />commenu from nearby property owners were received. <br />
