Everett Mall Way <br />Requested Action: Approval of a Binding Site Plan of five lots in the C-1 zone. The site plan <br />has been revised to include four buildings including: 1) a 23,433 square <br />foot retail structure (Office Max); 2) a 10,250 square foot retail structure; <br />3) a 75,000 square foot self-service storage facility; and 4) a 6,800 <br />square foot restaurant. A total of 225 parking stalls is proposed on the <br />site. The Applicant also requested approval to fill an approximately 4,400 <br />square foot wetland on the site. As compensation for the wetland fill, the <br />Applicant proposed to create approximately 6,600 square feet of wetland <br />mitigation in the southwest comer of the site. A decision on the wetland <br />fill is incorporated into this preliminary approval. <br />FACTORS CONSIDERED BY CITY DEPARTMENTS: Section 18.48.020-C of Ordinance <br />#2046-95 requires that the City review the proposed binding site plan to determine whether it <br />meets the following criteria: <br />Comprehensive Plan - Whether the proposed Binding Site Plan, site plan and other <br />required application information proposed for development relates to all elements of the <br />comprehensive plan. <br />Finding: The Everett Comprehensive Plan designates this area as "Mixed Use <br />Commercial - Multiple Family." The Comprehensive Plan contains specific policies that <br />are intended to ensure that commercial uses are designed so as to be attractive and <br />compatible with abutting residentially zoned properties. The site is proposed to be <br />developed with retail and restaurant uses. Zoning standards have been adopted which <br />implement the policies of the Everett Comprehensive Plan. Approval of the Binding Site <br />Plan is subject to compliance with the development regulations in the Zoning Code. <br />
