MITIGATION OF ADVERSE IMPACTS BY SEPA <br />Any grading/fill on this site shall be dcne so as to not impact the surrounding properties. <br />(SEPA Earth, Land and Shoreline Use Policies.) <br />2. Prior to issuance of any permits, the Applicant must pay a mitigation fee of 520,896 for <br />Office Max and 532,950 far the additional retail space per the Interim "fraffic Mitigation <br />Ordinance No. 1670-89, as amended. (SEPA Transportation Policies) <br />3. The Applicant has proposed to fill an approximately 4,400 square foot wetland. As <br />compensation for impacts on this wetland, the Applicant proposed off-site wetland <br />mitiyation on the abutting property to the east, owned by Snohomish County PUD, and <br />partially on the 104th Street right-of-way. A conceptual mitigation plan was provided by <br />the Applicant (Shockey/Brent - January 4, 1996); however, the City has not received any <br />documentation from the PUD in support of this request. Prior to issuance of any <br />building permits for this site, the Applicant shall provide a letter from the Snohomish <br />County PUD giving their approval to the developer of the Office Max site allowing the <br />mitigation to be perfortned as requested. .(SEPA EaRh, Plant and Animal, and Land <br />and Shoreline Use Policies) <br />4. Prior to finalization of this SEPA determination, the Applicant must provide: a wetland <br />mitigation illustration depicting preliminary grading, existing and proposed wetland limits, <br />and buffer areas. The mitigation plan must be designed so as to incorporate buffer area <br />on the PUD property on the west side of the wetland. The method of providing <br />hydrology to the mitigation area must also be shown. .(SEPA Earth, Plant and Animal, <br />and Land and Shoreline Use Policies) <br />5. Implementation of the conceptual wetland mitigation plan must occur prior to the <br />issuance of a certificate of occupancy for the first building. Implernentation measures <br />shall include, but not be limited to: a pre-construction meeting beri�een the applicanYs <br />wetland biologist, contractor, and city planning staff; field marking of the mitigation area <br />with construction and sedimentation fencing; clearing and grading of the mitigation area; <br />installation of wetland soils from the wetland to be filled or alternative source and; <br />revegetation of the wetland and buffer areas with native plant species. .(SEPA Earth, <br />Plant and Animal, and Land and Shoreline Use Policies) <br />6. A permanent fence must be constructed along the entire edge of the wetland mitigation <br />area buffer on the adjoining PUD site. The design of the fence shall be split rail, or an <br />alternative approved by the Planning Department prior to issuance of permits. City of <br />Evereti ESA signs must be placed at approximately 50 foot intervals along the fence. <br />The signs are available from the Planning and Community Development Department. <br />(SEPA Earth, Plant and Animal, and Land and Shoreline Use Policies) <br />Any freestanding sign for the two retail structures must be combined onto a single pole <br />or monument sign. The maximum total area of the sign shall be 150 square feet. The <br />maximum sign area for each business shall be 75 square feet. (SEPA Aesthetics, Land <br />and Shoreline Use Policies) <br />The lead agency for this proposal has determined that it does not have a probable significant <br />adverse impact on the environment. An Environmental Impact Statement is not required under <br />RCW 43.21 C.030(2)(c). This determination assumes compliance with State law and City <br />ordinances related to general environmental protection including but not limited to right-of-way <br />
