3. Right-of-way is to be dedicated to the city for street purposes for 5th Place V1' for the <br />radius at Everett Mall Way, and the radius at Olivia Park Road. Full standard street improvements are required to Olivia Park Road including, but not <br />limited to curb, gutter, sidewalk, full di iving lane and drainage control per City Design <br />standards. The westerly driveway shall be restricted to right-in/right-out only. (SEPA Transportation <br />Policies) <br />7. Improvements are required to 5th PI. W. per City design standards for an alley 24 fePt in <br />width. Standard driveways (307) are required for all driveways entering the site from a public <br />street. (SEPA Transportation Policies) <br />10. On -site detention is required per City standards. Detention must be calculated for site <br />vegetative conditions existing prior to the most recent clearing activity on the site. (SEPA <br />Water Policies) <br />11. Treatment of stormwater runoff from the paved areas must occur, per City standards, <br />prior to discharge of the stormwater from the site or to a itream or wetland. (SEPA <br />Water Policies) <br />12. Detailed drawings in accordance with City Design and Construction Standards shall be <br />submitted to the Public Works Department showing site parking layout, landscaping, <br />utilities, storm drainage, temporary construction erosion control, and all required <br />improvements in the public right-of-way. Public Works Department approval of these <br />drawings is required prior to any permits being issued. All improvements shall be <br />completed, approved, and warranted before Occupancy permits are issued. (Public <br />Services and Utilities and Transportation Policies) <br />The lead agency for this proposal has determined that it does not have a probable significant <br />adverse impact on the environment. An Environmental Impact Statement is not required under <br />RCW 43.21 C.030(2)(c). This determination assumes compliance with state law and City <br />ordinances related to general environmental protection including but not limited to right-of-way <br />improvement requirements, drainage, etc. This decision was made after review of a completed <br />environmental checklist and other information on file with the lead agency. This information is <br />available to the public on request. This Determination of Non -Significance is specifically <br />conditioned on compliance with the conditions attached hereto which are incorporated by <br />reference as if fully set forth herein. <br />This DNS is issued under 197-11-340(2); the lead agency will not act on this proposal for 15 <br />days from the date below. Comments must be submitted by October 7. 1994 or fifteen (15) <br />days after the date shown on the notarized copy of the notice of posting, whichever date <br />
