A request for a one year extension of <br /> this Final Declaration of Nonsignificance may be made to the Planning <br /> Director prior to the expiration date. <br /> Description of Proposal - The proposed action is the issuance of permits to allow the <br /> construction of four billboards, each approximately 10' x 25'. The following factors were <br /> considered and the listed requirements were placed in response to comments received <br /> during our review of an Environmental Checklist for: <br /> 1. The proposed site is zoned C-1, General Commercial Zone, which would allow this <br /> use. <br /> 2. 1'he site is an approximately 16 acre parcel lor_ated to the east of Evergreen Way <br /> and west of South Broadway and south of 100th. Three billboards are proposed along <br /> the Evergreen Way frontage and one is proposed at the intersection of Emander <br /> Road and South Broadway. <br /> 3. The� billboards must be off the City of Everett's right-of-way in areas that will not <br /> be sight restrictive to vehicular or pedestrian traffic, and illumination must not <br /> create glare on the contiguous right-of-way. <br /> 4. A copy of a writien agreement with the property owner must be provided to the City <br /> prior to the issuance of the sign permit. <br /> 5. The southerly most billboard will be used exclusively for advertising the property <br /> upon which ihe sign is located. <br /> 6• When the parcel is developed in the future, all billboards must be removed. <br /> 7• Installa.tion of the proposed billboards shall be in compliance with Sections 2, 3, 4, <br /> and 5 of Ordinance No. 70-70. <br /> $• Ackerly Communications shall comply with any pertinent requirements of the State <br /> Highway for off-premise advertising. <br /> 9. Any and all conditions shall be attached to and become part of any permit issues. <br /> Any person who violates any portion of Ordinance No. 70-70 shall be guilty of a <br /> misdemeanor and upon conviction shall be punishable by a,fine of not more than <br /> $100.00.
