- _ "_"'�".,���� <br /> >(, <br /> X�.i <br /> MEMORANDUM <br /> TO: Kirk Brooks , <br /> FROM: Jim Hanson�\\\� � <br /> DATE: June 24, 1994 <br /> RE: (230-94) Clearing, gradinq and filling without a <br /> permit-wetland violation, 1U312 Evergreen Way, <br /> Athena Doolittle <br /> I have inspected this site on several occasions since the <br /> original posting of Stop Work on May 18th, and the second posting <br /> on about June 6, 1994. The site is adjacent to a Catagory III <br /> Wetland. It was intially evident that the required buffer area <br />""' " '' ' ' on this property has been disturbed for an extended period of <br /> time (predating the adoption of ESA requlations) , and that that <br /> initial clearing and grading activities were not the reason f�r <br /> the degraded character o�' the eastern portion of the wetland. <br /> However, with the work that was done in the early part of June, <br /> as well as additional wr�rk that has taken place since the <br /> issuance of the second Stop Work Notice, there has been <br /> additional fill placed immediately adjacent to the wetland, as <br /> well as some clearing and grading of the buffer area immediately <br /> to tne south of the wetland. (see attached sketch site plan) <br /> Based upon these findings it is our recommendation that Mrs. <br /> Doolittle's perm.it be issued subject to the following conditions: <br /> 1. The fill next to the wetland (where her culvert comes <br /> out) should be pull back and graded to a maximum of a <br /> 2:1 slope. <br /> 2. The wetland area should be cleaned of all debris, i.e. <br /> old tires, discarded lum.ber, concrete blocks, and <br /> litter. <br /> 3. A restoration plan should be prepa�•ed for a 25 foot <br /> buffer from the existing edge oi the wetland. 4'he <br /> buffer area should b� restored/re,planted in the autumn. <br /> If you have an;� yuestions, p].ease give me a call. <br /> I <br /> I <br /> I <br />
