WASHINGTON <br />95201 <br />This letter is in response to the Planning Department's review of the <br />site plan and landscaping plan for Mastro Apartments. We reviewed <br />the proposal for compliance with the conditions listed on the <br />Determination of Non -Significance (SEPA #87-88) for the proposal. <br />The landscaping plan will need to be revised to reflect the <br />conditions of approval. The following revisions are required: <br />1. Condition 5, page 2. This condition requires that additional <br />plantings be provided within the 25 foot stream side buffer and <br />that plantings consist of stream side vegetation. The plantings <br />you show do in that area (photinia and austrian black pine) are <br />not stream side vegetation. Yju will also need to identify in <br />the field where the 25 foot buffer has been disturbed and provide <br />appropriate plantings within those areas. <br />2. Condition 8, page 2 requires that a 15 foot buffer be provided <br />along the west property line. Plantings must consist of a <br />mixture of evergreen and deciduous trees and shrubs and <br />groundcover to provide a sight obscuring barrier. Your <br />landscaping plan shows only evergreen trees and shrubs. You need <br />to provide some variety of plantings in this area, including <br />groundcover. <br />3. Conditions 9 and 10, pages 3 and 4 are self explanatory. Your <br />landscaping plan does not comply with either condition. <br />The landscaping plan must be revised and resubmitted to the Planning <br />Department and approved prior to the issuance of any Building <br />Permits.
