(Ordinance#2136-96). <br /> The proposed use must be evaluated per the following general and specific criteria as � <br /> required by Section 41.150.0 & D of the City of Everett Zoning Code: <br /> 1. The need of the neighborhood, district, or city for a proposed special property use. <br /> Findings: The applicant has provided inforrr►ation from an existing 80 space r.v. <br /> park located within one mile of this site. At the time that this r.v. park was <br /> investigated, there were only four vacant spaces. <br /> Conclusions: There is a need for r.v. parks. <br /> 2. The adequacy of streets, utilities and public services required r� serve a proposed <br /> use. <br /> Findings: The City of Everett Public Works Department will review the <br /> applicant's plans for water and sewer. Evergreen Way has adequate capacity to <br /> serve the proposed use. • <br /> Conclusions: The streets, utilities, and public services are adequate to serve the <br /> proposed use. <br /> 3. The impact of traffic generated by the proposed use on the surrounding area, <br /> pedestrian circulation and public safety; and the ability of the proponent to mitigate <br /> such potential impacts. <br /> Findings: Ttie City of Everett Public Works Department has not requested • <br /> mitigation from the impact of additional traffic generated from the proposed r.v. <br /> park. <br /> Conclusions: There will be no significa��t traffic impact. <br /> 4. The provision of adequate off-street parking, on-site circulation, and site access. <br /> Findings: Under Subsection 34.030.A, the required amount of off-street parking <br /> spaces is determined on a case-by-case basis. The 12 space R.V. park will provide <br /> seven off-street parking spaces for towing vehicles. The applicant will be using a <br /> non-exclusive easement across a neighboring property to the south. Tlte propecty <br /> owner of this property has stated that the easement is for private use only and will <br /> not withstand the additional traffic. <br /> Conclusions: Adequate number of parking spaces will be provided. The applicant <br /> and the neighboring property owner will need to resolve the easement dispute <br />
