15 <br />operation of property ownership as a business, including but not limited to the operation of <br />property ownership either as a landlord or owner -occupied enterprise. <br />Section 4. PURPOSES AND PROGRAMS. <br />Special assessment revenues shall only be used for the following types of purposes, programs, <br />and services, administrative, and collection costs associated therewith: <br />A. The operation of a security program to provide enhanced security for common areas and <br />for people, which may include, but is not limited to, dissemination of information relative to <br />security and for the purpose of generating favorable publicity, and to promote the BIA and the <br />property and businesses therein as a clean, safe and inviting area; to the providing of <br />additional security through a combination of public and private personnel and facilities, and <br />such other measures or activities as will accomplish the above -stated objectives, and also <br />assist in changing the perception that the BIA is an undesirable or unsafe area. <br />B. Maintenance and appearance enhancement of common areas, such as the sweeping and <br />cleaning of sidewalks, the removal or covering of graffiti, the removal or prevention of litter, <br />and such other related activities or services which would enhance the appearance of the area <br />and encourage the general public to increasingly visit and do business in the BIA. <br />C. Operation of a program for economic development of the BIA. <br />D. Other improvements considered necessary by the governing body of property owners. <br />Section 5.. LEVY OF SPECIAL ASSESSMENT. <br />To finance programs and services authorized in Section 3, there is levied and shall be collected <br />annual special assessment upon the buildings and other real property within the District (and the <br />owners thereof), as follows: <br />The annual assessment shall use lineal footage and assessed value. Seventy percent (70%) of the <br />annual BIA revenue shall be based on lineal footage of each individual property within the <br />geographical limits of the BIA and thirty percent (30%) of the annual BIA revenue shall be based <br />on the assessed value of each individual property within the geographical limits of the BIA. <br />Section 6. CALCULATION OF ASSESSMENTS. <br />A. The initial assessment and subsequent annual assessments showing the rate of the special <br />assessment, the lineal footage and assessed value on which it is calculated, and the total <br />assessment for each separate ownership, shall be mailed to the owner or reputed owner whose <br />name appears as the owner on the tax rolls of the Snohomish County Assessor and at the address <br />for such owner as shown on the tax rolls of the Snohomish County Assessor or the records of the <br />City of Everett.. <br />Subsequent annual assessments, with the applicable rate, lineal footage and assessed <br />value, and total assessment for each separate ownership, may be sent by ordinary mail or <br />3 131 <br />
