STUDY METHODS <br />As described below, the study methodology employs the comparison <br />of different land areas in Indianapolis. The two basic areas of <br />comparison are Study Areas and Control Areas. They are distin- <br />guished by the existence of adult entertainment establishments <br />within their boundaries ( the Study Areas ) or the absence there- <br />of ( the Control Areas ) . <br />These two designations are further differentiated as to the gen- <br />eral purpose -or emphasis of the land uses they ,contain. Those <br />that generally serve the immediately surrounding residential uses <br />are termed "Neighborhood -Related" while those that contain uses <br />meant to serve a broader geographic area are designated "Commun- <br />ity -Related". <br />STUDY SITE LOCATIONS <br />At the time of the study's inception, there were at least forty- <br />three possible, distinct sites in Indianapolis where adult enter- <br />tainment was offered either singly or in clusters of establish- <br />ments. For manageability purposes, it was decided to select six of <br />these sites that were representative. In choosing these subject lo- <br />cations (as well as the Control Areas of the study),the determinant <br />characteristics were their zoning mix, population size and the <br />relative age of housing stock. In each case, adult entertainment <br />was offered during the time span of the study. <br />The selection process was additionally based on the number of es- <br />cao I i shmen is located in a given neighborhood, whether it was res i - <br />dential in nature and therefore neighborhood -related, or contained a <br />significant portion of its land use in regional, commercial uses <br />which made it community -related. <br />The designation "Neighborhood -Related" was.applied where a prepon- <br />derance ( 75% or more ) of the area within 1000 feet of the site <br />was zoned 01 through D12 ( residential dwelling district classifi- <br />cations ) and the commercial areas were neighborhood -related - prin- <br />cipally C3 ( a neighborhood commercial classification ). Special <br />Use designations were judged to be neighborhood -related or not on an <br />individual basis. SUI (church) & SU2 (school), for example, were <br />judged to be generally neighborhood -related. <br />''Community -Related" areas were described as areas where a signifi- <br />cant proportion (30% or more) of the zoning within the 1000 -foot <br />radius was C4 ( Community -Regional Commercial ) or more intense and <br />Che Special Uses within the boundaries were of a community -wide na- <br />ture. SUIS (hospital) and SU21 (cemetery) were judged, therefore, to <br />be related to the community generally. <br />EVER00008 <br />
