In each of <br />the areas, the number of major crimes increased from 1978 to 1980 <br />when they peaked. Subsequent years showed frequency levels below <br />the 1980 high. <br />The average crime rate figure for the Indianapolis Police Depart- <br />ment District was 748.5$. The Control Area had a rate that was <br />137.79 higher than the overall police district, whereas the Study <br />Area was Z04.17 points higher than the Control Area.
