DISPERSAL MODELS <br />Detroit, Michigan <br />In 1972, Detroit amended its "anti-skid row" zoning ordinance, which prohibited <br />concentrations of certain uses, to include adult theaters, mini -theaters, bookstor s and <br />cabarets, characterized by "specified sexual activities" or "specified anatomical areas." <br />Detroit enacted the skid row regulations after a study indicated that the concentration <br />of these businesses "tends to attract an undesirable quantity and quality of transients, <br />adversely affects property values, causes an increase in crime,, especially prostitution, <br />and encourages residents and businesses to move elsewhere."24 <br />Not more than two adult businesses may be located within 1,000 feet of each other <br />or within 500 feet of a residential area. The Detroit ordinance allowed a waiver of the <br />1,000 foot regulation upon certain findings by the Zoning Commission; the 500 foot <br />requirement is not subject to i 1e waiver provisions. The Detroit ordinance applied <br />only to prospective uses. <br />Atlanta, Georgia, and Kansas City, Missouri <br />Atlanta prohibits adult bookstores, theaters and entertainment establishments from <br />locating within 1,000 feet from any other such use. Adult uses may not be located <br />within 500 feet of residential uses or houses of worship. An original amortization <br />provision was amended subsequently to apply solely to bath houses and to comply <br />with a judicial decision.0 <br />In Kansas City, adult bookstores, motion picture theaters, bath houses, massage shops, <br />modeling and body painting studios may be located only in certain commercial <br />districts, over which an overlay is placed. The adult uses may not locate within 1,000 <br />feet of a residence district or a house of worship or school. No more than two uses <br />may be located within 1,000 feet of each other. A petition of consent by a majority <br />of residents or property owners within 1,000 feet of the proposed use may be made <br />to the City Plan Commission to waive the restrictions on location. <br />'J Jules B.
