Almost every night, Private Eyes has employees handing out advertising <br />flyers on the corner of Eighth Avenue and 45th Street. Although we're <br />cognizant of first amendment rights (which don't necessarily apply to <br />commercial advertising), these pamphleteers tend to block a very busy <br />corner, attract drug dealers and cause litter (from their discarded <br />handouts). <br />We must relate that this is a residential block with approximately 21000 <br />apartments. This . is . not a problem of morals, but the presence and <br />behavior of Private Eyes directly and adversely reduces whafever quaff <br />ity <br />Is -left-on " this block. -:'From various buildings',-- we've - heard � -residents <br />complain of being"woken up in the middle of the night, others who claim <br />they're afraid to go into their own building if blocked by dealers, crack <br />addicts or other scurrilous characters. <br />Aside from a few storefront businesses, the Martin Beck Theatre <br />Is the <br />only Broadway theatre west of 8th Avenue, bringing onto our block <br />around 2,000 tourists every night and a portion of the $2.3 Billion <br />revenue of the theatre industry. West 45th, 46th (your corner), 47th <br />and 48th Streets are especially residential with active block associations, <br />and West 46th Street, as you know, is Restaurant Row.
