EVALIIATICN OF ADULT BUSINESS IMPACTS <br />In order to develop appropriate recoamendations for regulating adult <br />businesses, it is essential to assess the impact of such businesses on <br />the neighborhoods that surround them. Research conducted in other <br />=ities suggests that adult businesses have a detrimental effect on the <br />incidence of crime and property value. This report will assess the <br />impact of adult businesses in Austin by comparing the incidence of <br />- crime in areas surrounding adult businesses to similar areas having no <br />adult businesses and by surveying the opinions of real estate <br />professionals concerning the effect of adult businesses on property <br />values. The methodology used in this research is similar to those <br />used in the Indianapolis, Indiana and Los Angeles, California studies. <br />For a more detailed discussion of the methodology and results of these <br />studies, sea Appendix A. <br />Incident* of Crime <br />Methodology. The effect of adult.businesses on the incidence of crime <br />was measured by collecting crime data for areas with adult businesses <br />(Study Areas) and comparing them to similar areas having no adult <br />businesses (Control Areas). This evaluation focuses on three <br />questions. First, is the incidence of crime, particularly sexually <br />related crime, higher in areas surrounding adult business sites than <br />in similar areas without adult business sites? Second, is the <br />incidence of crime, particularly sexually related crime, higher in <br />areas having more than one adult business than in areas having a <br />single adult business? Finally, how does the incidence of crime in <br />these areas compare to crime rates for the City of Austin as a whole? <br />EVER00280 <br />
