Consultants' Final Report - Page 4 <br />O Crime rises whenever an adult business opens or expands its operation <br />and the change is statistically significant. The rise is found in the most <br />serious crimes, especially assault, robbery, burglary, and theft. The rise in <br />"victimless" crimes (drug and alcohol use, sex offenses, etc.) is also <br />significant, though less consistent and interpretable. Given the nature and <br />magnitude of the effects, the adult businesses on Garden Grove Boulevard <br />constitute a serious public safety hazard. <br />O Except for expansions, the adult businesses were in operation at their <br />present locations on Garden Grove Boulevard prior to 1981. There has <br />been so little variation in spatial density since then that the relationship <br />between density and crime cannot be determined. <br />O Architectural devices designed to ameliorate the nuisance of these <br />businesses have no significant impact on crime. <br />O When an adult business opens within 1000 feet of a tavern (or vice <br />versa) the impact of the adult business on crime is aggravated substantially <br />and significantly. <br />During this same period of time, two questionnaire instruments were developed <br />and administered. In January and February, 1991, a sample of real estate <br />professionals was surveyed. Over nine hundred questionnaires were distributed <br />with a response rate of fifteen percent. The results of this survey show that - <br />41 Real estate professionals overwhelming agree that close proximity of <br />adult businesses are associated with decreased property values for <br />commercial, single-family residential and multiple -family residential <br />prop e rty. <br />O Real estate professionals associate the close proximity of adult business <br />with increased crime and other negative impacts on the quality of the <br />neighborhood. <br />During the spring and summer, 1991, a random sample of households living near <br />the adult businesses was surveyed.
