Consultants' Final Report - Page 22 <br />IV. The Impacted Area and the Public Safety Hazard <br />At present, seven adult-oriented businesses operate on Garden Grove <br />Boulevard. The Partv House, located at 8751 Garden Grove Boulevard, was in <br />operation on December 16, 1980, when the City of Garden Grove annexed this <br />area. Two other adult businesses, the Bijou and the Video Preview Rental Center, <br />located at 8745 and 8743 Garden Grove Boulevard in the same building as the <br />Party House, opened in March, 1986 and August, 1988 respectively. Given the <br />proximity of these three businesses, their individual impacts on crime are <br />confounded. Treating them as a single cluster of businesses, however, we find a <br />significant increase in both Personal and Property crimes following the openings of <br />the adult businesses at 8745 and 8743 Garden Grove Boulevard in March. 1986 <br />and August, 1988. <br />The Adult, located at 8502 Garden Grove Boulevard, and the A to Z, <br />located at 8192 Garden Grove Boulevard, are far enough away from the 8700 <br />block to allow for an assessment of individual impact. But since these businesses <br />opened in February and May, 1980, at the very beginning of our crime data, there <br />is no simple causal benchmark for attributing crime around these businesses to <br />their operation. The pattern of crime around these businesses is nevertheless <br />consistent with that hypothesis. At the other end of Garden Grove Boulevard, <br />the Hip Pocket (12686) and the Garden of Eden (12061-5), which opened in 1971 <br />EVER00367 <br />
