Non-federal entities that spend less than $500,000 a year in federal awards <br />are exempt from federal audit requirements for that year, except as noted in Circular No. A-133. <br />Circular A-133 available on the OMB Home Page at http://www.omb.gov and then select "Grants <br />Management" followed by "Circulars". <br />APPLICANTS required to have an audit must ensure the audit is performed in accordance with <br />Generally Accepted Auditing Standards (GAAS); Government Auditing Standards (the Revised Yellow <br />Book) developed by the Comptroller General and the OMB Compliance Supplement. <br />The APPLICANT has the responsibility of notifying the State Auditor's Office and requesting an audit. <br />Costs of the audit may be an allowable grant expenditure. <br />The APPLICANT shall maintain records and accounts so as to facilitate the audit requirement and shall <br />ensure that any subcontractors also maintain auditable records. <br />The APPLICANT is responsible for any audit exceptions incurred by its own organization or that of its <br />subcontractors. Responses to any unresolved management findings and disallowed or questioned <br />costs shall be included with the audit report. The APPLICANT must respond to Department requests <br />for information or corrective action concerning audit issues within 30 days of the date of request. The <br />Department reserves the right to recover from the APPLICANT all disallowed costs resulting from the <br />audit. <br />Once the single audit has been completed, the APPLICANT must send a full copy of the audit to the <br />Department and a letter stating there were no findings or if there were findings, the letter should provide <br />a list of the findings. The APPLICANT must send the audit and the letter no later than nine (9) months <br />after the end of the APPLICANT's fiscal year(s) to: <br />Accounting Manager <br />Washington Military Department <br />Finance Division, Building #1 TA -20 <br />Camp Murray, WA 98430-5032 <br />In addition to sending a copy of the audit, the APPLICANT must include a corrective action plan for any <br />audit findings and a copy of the management letter if one was received. <br />The APPLICANT shall include the above audit requirements in any subcontracts. <br />B.21 PREVAILING WAGES ON PUBLIC WORKS, CHAPTER 39.12 RCW <br />The APPLICANT shall comply with the provisions of Chapter 39.12 RCW, Prevailing Wages on Public <br />Works. This statute mandates that the prevailing rate of wage, as determined by the state Department <br />of Labor and Industries, be paid to workers performing under public works contracts. <br />B.22 RELOCATION ASSISTANCE AND REAL PROPERTY ACQUISITION POLICY, CHAPTER 8.26 RCW <br />The APPLICANT shall comply with the provisions of Chapter 8.26 RCW and Chapter 365-24 WAC <br />when its activities involve any acquisition of real property assisted under this Grant Agreement or the <br />displacement of any family, individual, business, nonprofit organization or farm that results from such <br />acquisition. <br />B.23 NOISE CONTROL, CHAPTER 70.107 RCW <br />The APPLICANT shall assure compliance with the state Noise Control Act. Objectives of the Act are to <br />assist local governments in implementing local noise ordinances and to control and reduce excessive <br />noise in Washington. <br />B.24 STATE ENVIRONMENTAL POLICY ACT (SEPA), CHAPTER 43.21 (C) RCW <br />The APPLICANT shall comply with the provisions of Chapter 43.21(C) RCW and Chapter 197-11 WAC, <br />the guidelines by which local agencies will (1) require environmental checklists from private and public <br />entities considering an action potentially subject to the Environmental Impact Statement (EIS) <br />requirement of SEPA, (2) make "threshold determinations" that such an action will not have a <br />significant environmental impact, (3) provide for the preparation of a draft and final EIS if the action has <br />significant impact, and (4) circulate the EIS to other agencies and interested parties. <br />B.25 SHORELINE MANAGEMENT ACT OF 1971, CHAPTER 90.58 RCW <br />Mitigation Grant — Planning Page 16 of 18 City of Everett <br />E05-244 <br />
