(7) For shopping center associations, the number of days <br />shall be used on a monthly or quarterly schedule. <br />(8) The number of days for individual business addresses <br />shall count toward the maximum allowable days allocated <br />for special event sales. <br />(9) All merchandise, materials, signs and debris shall be <br />removed from the outdoor area by 10:00 a.m. of the day <br />following the closure of the event, unless extended by <br />the Director. <br />7. Holiday Lot Sales <br />Christmas tree sales, fireworks sales and pumpkin sales may be <br />permitted to operate, subject to the following conditions: <br />a. Such use shall be restricted to commercially zoned property. <br />b. Applications must be submitted ten (10) days in advance of the <br />sale. <br />SECTION 9.1.2.06 ADULT ENTERTAINMENT USES <br />A. PURPOSE. <br />The City Council of the City of Garden Grove finds that adult <br />entertainment businesses, as defined in Section 9.1.1.05C, because of <br />their very nature, have certain harmful secondary effects on the <br />community. These secondary effects include: <br />1. Depreciated property values, vacancy problems in commercial space <br />(particularly in the newer commercial buildings). <br />2. Interference with residential neighbors' enjoyment of their property <br />due to debris, noise, and vandalism. <br />3. Higher crime rates in the vicinity of adult businesses. <br />4. alighted conditions such as a low level of maintenance of commercial <br />premises and parking lots. <br />The City Council further finds that the restrictions and development <br />standards contained in this Section will tend to mitigate, and possibly <br />avoid, the harmful secondary effects on the community associated with <br />adult entertainment businesses. The primary purpose of these regulations <br />is the a,�el i orati cn of harnful secondary effects on the comuni ty.
