Project:41S`Street Overcrossing Project
Change Order No. 5
Change Order Effective Date: 6/8/05
Exhibit A—Description of Changed Work
Create new work order 3225,funded from City of Everett Water Utility funds in the amount of
$250,000.00 and used to construct a new 16-inch water main across the 41g street Overcrossing structure.
Work is to be done on a force account basis per section 1-09.6 of the 2004 Standard Specifications.
Work Description: Supply labor, equipment and materials to construct a new 16-inch water main for
schedule B portion of the work as shown on additional contract drawing sheets WL1 thru WL10 and
specifications section 5,pages 1 thru 15 of 15,(and applicable standardized drawing attachments),as
prepared by HDR Engineering,Inc.
Exhibit B-Justification
Original contract plans on the 4151 Street Overcrossing Project did not include the installation of a water
main for future use to the Simpson Site. Waterline is being added in anticipation of redevelopment of the
Riverfront properties.
The Utilities Department explored various options to bring water to the Riverfront properties development
area. The best source of the water was to tie-into an existing water main at the intersection of 41S`street and
Smith Avenue. From that point one option was to bore underneath BNSF tracks and install water main
using conventional trenching techniques. The second option was to design the waterline to cross over
BNSF tracks using the new 41g Street bridge structure. Having evaluated both options Water Department
concluded that the second option is the quickest and cheapest approach. This change order is being written
to add a new 16-inch water line to be installed on the underneath side of the bridge deck of the new 41S`
Street bridge structure.
93
Exhibit A
