RECOMMENDATION (Exact action requested of Council): Adopt AN ORDINANCE establishing a <br /> Downtown Business Improvement Area(BIA); providing for the levy of a special assessment upon real <br /> property(and the owners thereof) within the area; the deposit of revenues in a special account and <br /> expenditures therefrom, providing for an implementing agreement with a downtown Everett property owners <br /> association, or similar organization and repealing Ordinance No. 2079-95. <br />
