April 24, 2013 <br /> PUBLIC HEARINGS — HOME CONTRACT AMENDMENTS/CDBG <br /> ANNUAL ACTION PLAN <br /> Vice President Affholter opened a public hearing regarding the first and <br /> second HOME Contract amendments with Snohomish County for the <br /> Community Housing Improvement Program (CHIP) and a proposed <br /> resolution concerning the 2013 Community Development Block Grant <br /> Annual Action Plan. <br /> Council Member Roberts remarked that the contract appeared to allow the <br /> city to administer the HOME funds in the Urban Growth Area, outside the <br /> geographic boundaries of the city. He questioned whether there was any <br /> liability to the city as agent to the county. <br /> Dave Koenig, Planning, stated that the city receives the funds from <br /> Snohomish County and they can be used county wide. He remarked that <br /> funds have previously been used for projects outside the city. <br /> Vice President Affholter invited public comment. No one wished to speak. <br /> Moved by Council Member Gipson, seconded by Council Member <br /> Roberts, to close the public hearing. <br /> Roll was called with all council members voting yes except Council <br /> Members Moore and Stonecipher who were excused. <br /> Motion carried. <br /> AGREEMENT AMENDED — HOME <br /> Moved by Council Member Gipson, seconded by Council Member <br /> Bader, to authorize the Mayor to sign the First HOME Contract <br /> Amendment with Snohomish County for the Community Housing <br /> Improvement Program (CHIP). <br /> 118 <br />
