April 24, 2013
PUBLIC HEARINGS — HOME CONTRACT AMENDMENTS/CDBG
ANNUAL ACTION PLAN
Vice President Affholter opened a public hearing regarding the first and
second HOME Contract amendments with Snohomish County for the
Community Housing Improvement Program (CHIP) and a proposed
resolution concerning the 2013 Community Development Block Grant
Annual Action Plan.
Council Member Roberts remarked that the contract appeared to allow the
city to administer the HOME funds in the Urban Growth Area, outside the
geographic boundaries of the city. He questioned whether there was any
liability to the city as agent to the county.
Dave Koenig, Planning, stated that the city receives the funds from
Snohomish County and they can be used county wide. He remarked that
funds have previously been used for projects outside the city.
Vice President Affholter invited public comment. No one wished to speak.
Moved by Council Member Gipson, seconded by Council Member
Roberts, to close the public hearing.
Roll was called with all council members voting yes except Council
Members Moore and Stonecipher who were excused.
Motion carried.
AGREEMENT AMENDED — HOME
Moved by Council Member Gipson, seconded by Council Member
Bader, to authorize the Mayor to sign the First HOME Contract
Amendment with Snohomish County for the Community Housing
Improvement Program (CHIP).
118
