.
SPU SPECIFIC EVALUATION CRITERIA:
Subsection 41.150.D.1.c of the Zoning Code—Special prooerty use Permits—contains
specific evaluation Criteria for Above Ground Utility and Communication Facilities. Many of
these criteria are intended to address new or expanded utility structure (i.e., monopoles)
and are not applicable to the instznt application. The following are"Firding" and
"Conclusions" relative to the Specific Evaluation Criteria:
1. All utility and Communications fscilities shail be designed, landscaped, or
otherwise screened to ensure compatibility with surrounding properties.
Findinqs: The applicant is adding antennas to a replacement PUD utility pole which is at
the lowest height possible to provide services to the surrounding network.
2. Antennas associated with above ground utility of communication facilities shall be
located on existing or replacement towers or structures to the ma:cimum extent
technically feasible to discourage the proliferation of tower structures.
Findinqs: The antennas will be located on a PUD utility pole, thus eliminating the need to
build a new cellular communications tower.
3. Tower structures for above ground utility and/or communications facilities shall not
be located in orwithin 300 feet of residentially zones areas.
Findinqs: This is an existing communications facility and the applicant is proposing to
locate antennas on a replacement PUD utility pole.
4. When tower structures for above-ground utilirr and/or communications facilities are
proposed to be located within 300 feet of residentially zoned areas, in or within 200
feet of gateway corridors as designated by the Everett Comprehensive Plan, or in or
within 200 feet or areas under the jurisdiction of the Shoreline Master Program,
zones which otherwise require Review Process II shall use Review Process III.
Pindinas: This is an existing communications facility.
5. All utility and communication facilities shall be installed underyround orwithin
structures to the greatest extent practical in order to maximize safery and minimize
visual and noise impacts upon surrounding properties.
Findinqs: N/A
6. Above ground and communications facilities shall be designed so as to be lowest
height possible to adequately serve the needs of the public for the proposed utility
of communication service.
Findinqs: The antennas will be located at the lowest height necessary to serve the
communications needs of the public.
