Exceptional and extraordinary citcumstances and conditions apply to the <br /> location of the billboard on-site that warrant a variance. Because the <br /> i'�� billboacd must be relocated in order to improve the West Marine View I <br /> ��� Drive as part of the Navy Access Corrido[ project, the billboard must be <br /> moved. In order to prevent blockage of other cortmercial signage in the <br /> 1 � area, the height of the sign atove street grade must be incteased by ten I <br /> '�,�,w feet. <br /> �+ 4.
